In 2015, Tri Risma Harini, the mayor of Surabaya closed the Dolly Alley, the biggest prostitution site in South East Asia, that happened to be in Surabaya. She said she was worried about the morality and mental state of children and young people who live around the area. Despite her heart's disposition, this act of banning the prostitution is deemed not successful. We still have prostitutes prostituting in Surabaya, but we lose control of regulating its activity. Prostitution is the oldest profession in the world. Wherever civilization goes, prostitution follows. As long as their service is still demanded, they will always be there to supply it. The government task is, how to regulate and control, not to ban it. It's important to keep her and her customers doing the business in a healthy, safe space. Therefore we have a localization / prostitution site. The activism and socialization of sex education can be easily done for them in a specific designated area, rather than to catch them in the corners of the city.
